The Department of Defense has calculated rates of 2023 BAH to cover approximately 95% of housing costs (including rent and utilities) in 300 military housing areas. An estimated $26.8 billion will be paid to more than one million service members. The BAH rate increase reflects the unique market conditions experienced across the country over the past year.
BAH rate protection ensures that your BAH is not reduced if you live in an area with lower rates. Instead, you will remain at the previous price unless one of these circumstances applies:
BAH rates are based on duty location, pay grade, and dependent status (with or without dependents). Prices are based on rent and utilities in more than 300 civilian housing markets. BAH rates no longer cover the cost of renter's insurance. I believe service members should purchase renters insurance whether they live on barracks or off base.

Guard and Reserve members who are active for less than 30 days receive Type II BAH, also known as nonlocal BAH. This benefit is lower than the regular BAH rate for most locations.
Members active for more than 30 days receive the same BAH rate as their active duty counterparts, based on their home zip code and whether or not they have dependents.

BAH Type II is also awarded to military members in transit from a location that does not have a BAH rate (such as PCS from an overseas location).
What Is Hawaii Bah?
Service members who live on base but pay child support may be entitled to BAH differential, also known as BAH-DIFF. According to the Defense Travel website:
"BAH-DIFF is the housing allowance amount for members who are assigned to disposable housing units and who have BAH only to pay child support." A member may not be authorized BAH-DIFF if the monthly rate of such support is less than the BAH-DIFF amount. Office of Defense Travel Management
